ABSTRACT
This guidebook and associated tools are designed to help agricultural policy practitioners improve the effectiveness of their engagement with policy systems in developing countries. They are conceptual and practical tools and practical strategies designed to improve the quality of for elaborating strategies to influence complex agricultural policy systems. This approach focuses on four components of the agricultural policy making process: Policy inventory, Mapping of stakeholders, Constraint identification and Actions (the “PMCA Approach”). The guidebook also provides concrete applications and examples of this approach to help users apply PMCA to their own policy domains of interest.
