Subject Matter Expert, Food Laws and Regulations in the European Union

Raymond O' Rourke is a Barrister-at-Law and a specialist food regulatory affairs lawyer. He has wide experience of the EU Institutions having previously worked in Brussels for the European Parliament (6 years) and a Brussels-based law firm (5 years).

Over the past 20 years, he has completed numerous EU-funded legal harmonisation and capacity-building projects relating to the EU Acquis in the following EU Accession countries (Albania, Montenegro, North Macedonia & Serbia).

He has also written National Food Laws for the Kingdom of Saudi Arabia, Kingdom of Qatar, the Government of St Lucia and completed food law trainings in China & Indonesia

He was Chair of the European Food Safety Authority (EFSA) Management Board (2020-2021) & a Vice-Chair and member of the Board (2013-2021). He was also a member of the Management Board of the Food Safety Authority of Ireland (FSAI) (2013-2016).  Presently, he is a member of the OECD Expert Advisory Group on Food Fortification.

He is the author of numerous articles and research papers on EU Food Law and two books, European Food Law (2005) and Food Safety and Product Liability (2000).
